always artichoke ink? It looks like you used silver elastic cord for the "hangers" of the ornaments.

Good try, but no. Another guess? And the ornament hangers are not cord -- they're "stamped."

3/4" Circle Punch or Slit Punch to create the scalloped edge, or maybe a Stamp-a-ma-jig.
